Brian Rosener is the keeper of the Semoball Cup which is presented to the school with the most successful season. It is based on a formula that takes into account the combined winning percentage of all sports teams plus bonus points for advancement in postseason play for both teams and individuals. The bonus points are divided by the number of teams a school fields. Rosener has been the sports editor for the Daily American Republic in Poplar Bluff, Mo. since December 2001. He was born and raised in St. Louis, where he attended Lindbergh High School and Webster University. He is married to Jennifer, a Poplar Bluff native, has a son Jack and a dog named Satchel who stands in for his @semoballBrian photo.

House bill on MSHSAA

In November I wrote about the House committee on MSHSAA and how lawmakers gave the association until spring to come up with some reforms. It seems that at least one lawmaker wants something done sooner as State Rep. Jane Cunningham, R-Chesterfield, filed this:

HB 1480 "Allows the Department of Elementary and Secondary Education, at the discretion of the State Board of Education, to have authority over public school extracurricular competitive activities."

SB 736: "This act requires school boards to adopt policies for the random testing of students participating in interscholastic athletics for the unlawful use of a controlled substance, including but not limited to anabolic steroids. A student who tests positive for the unlawful use of a controlled substance or anabolic steroids shall not be allowed to participate in interscholastic sports or intramural sports for the remainder of the academic year or the next academic year. The Department of Elementary and Secondary Education shall promulgate rules to implement this section."

key word in SB736..."required"...only way this can be enforced is if the state provides the money, otherwise it is a violation of the Hancock Amendment

but, I'm sure the state's position is that it already provides ample funding, or any additional funding should be tied to the random testing requirement

and, if the requirement is for sports, why not a requirement for all extracurriculars...there are substances out there that enhance academic performance, as well, and there have been reports that abuse of those medications is growing in our colleges; so, stands to reason that it will occur in our high schools, as well

Included for Elementary schools as well huh? My guess would be if a 3rd grader is shaving, has a deepening of the voice and is still Daddy's little girl, that child may be on steroids.

You can thank Naylor Superintendent Steve Cookson for helping Jane Cunningham. He was the one that stirred this up after Naylor got caught with there hands in the cookie jar and then cryed foul. I dont see it passing but who knows these days.
